Lost Receipts and Books Due to Flood: What Now?

Flooding can destroy important business records in just a few hours. For freelancers and small business owners, this may include receipts, invoices, books of accounts, and other tax documents.

If you are planning to close your BIR registration after the flood, do not simply proceed with closure without addressing the missing records.

The loss should be properly documented. You should also determine whether there are outstanding tax returns, books, invoices, or other compliance requirements that need to be addressed before your registration can be cancelled.

BIR has procedures covering taxpayers affected by casualty events involving business records. It has also recognized situations where books of accounts and relevant records were completely damaged or destroyed by disasters.

What Happens If a Flood Destroys Your Tax Records?

Your tax records do not automatically disappear as a compliance requirement just because they were physically destroyed.

If your receipts, invoices, or books were damaged by flooding, you should document what happened.

The records may include:

  • Books of accounts
  • Official receipts or invoices
  • Sales records
  • Purchase records
  • Expense documents
  • Tax returns
  • Payment records
  • Other accounting documents

The exact documents affected will determine what you need to report or reconstruct.

Why Should You Report Lost Receipts and Books?

Proper documentation protects you if the BIR later asks why certain records are unavailable.

It also helps establish that the records were lost because of an actual casualty event rather than intentionally discarded.

However, do not assume that one affidavit automatically covers every type of lost document.

4. Contact Your RDO

Before closing the registration, coordinate with the BIR Revenue District Office where you are registered.

Explain that your records were destroyed by flooding and that you intend to close your business registration.

Ask what documents you need to submit for the loss and closure.

BIR provides a process for business closure or cancellation of registration, and its online TRRA portal also lists submission of applications for closure and/or cancellation of business registration as a registration-related service.

5. Check Your Outstanding Tax Returns

Before closing, review your filing history.

Check whether you have:

  • Unfiled income tax returns
  • Unpaid tax liabilities
  • Missing required returns
  • Outstanding registration obligations
  • Other open cases

The flood does not automatically remove these obligations.

If there are open cases, ask the BIR how they should be resolved before or during the closure process.

Can You Still Close Your BIR Registration?

Yes, losing records due to a flood does not necessarily mean you cannot close your BIR registration.

However, you should properly disclose and document the loss.

The BIR may require you to address the missing records and any other outstanding compliance matters before completing the cancellation.

Business closure is a separate process from reporting the destruction of records.

Do not assume that filing for closure automatically resolves the issue of missing books or receipts.

What About Lost Books of Accounts?

Books of accounts are important tax records.

If your books were destroyed, inform the BIR and ask about the applicable procedure.

BIR has issued guidance recognizing casualty situations in which books of accounts and relevant records were completely damaged or destroyed. In one disaster-related issuance, the BIR specifically addressed taxpayers whose records were destroyed by a typhoon and allowed special treatment for qualifying taxpayers affected by the disaster.

The specific relief available can depend on the disaster, location, and BIR issuance applicable at the time.

Therefore, do not rely on an old calamity-related extension as a permanent rule.

Always check the current BIR guidance for your situation.

What If Your Receipts or Invoices Were Destroyed?

Receipts and invoices are different from books of accounts.

If unused accountable forms or other registered documents were destroyed, inform the BIR and ask about the proper reporting or cancellation procedure.

Keep evidence of the destruction.

If you still have digital copies, scanned documents, client records, bank statements, or payment confirmations, preserve them.

These records may help reconstruct your transactions.

Can You Reconstruct Your Records?

If possible, reconstruct important business information from other sources.

You may be able to use:

  • Bank statements
  • E-wallet records
  • Payment platform statements
  • Client invoices
  • Email records
  • Digital copies
  • Accounting software
  • Cloud storage
  • Previously filed tax returns

For freelancers, digital records can be particularly useful because many client payments are received through banks or online payment platforms.

The goal is to preserve as much reliable information as possible after the physical records are destroyed.

What If You Already Filed Your Tax Returns?

If your returns were already filed, keep copies of your filing confirmations and payment records.

If you lost your physical records but still have electronic copies, back them up immediately.

The BIR’s current digital services include the MyTax Portal, which allows taxpayers to view registration details, filed tax returns, and tax payments through a centralized taxpayer profile.

This can be useful when rebuilding your tax records.

However, an online record should not be treated as a replacement for every supporting document that may be required.

When Should You Start the Closure Process?

Ideally, address the record loss before submitting your business closure application.

This gives you an opportunity to:

  • Document the flood damage.
  • Identify the records that were lost.
  • Prepare supporting documents.
  • Ask your RDO about the required procedure.
  • Check for outstanding tax obligations.
  • Proceed with the appropriate closure requirements.

Waiting until the final stage of closure to mention the missing records can make the process more complicated.

Tips for Freelancers After a Flood

Keep Digital Backups

Scan important documents and save them in secure cloud storage.

Do not keep the only copy of your records in a physical folder.

Save Your Tax Confirmations

Keep copies of:

  • ITRs
  • Filing confirmations
  • Payment receipts
  • BIR correspondence
  • Certificates
  • Registration documents

These can be difficult to replace after a disaster.

Separate Business Records From Personal Files

Keep your freelance tax records organized in a dedicated folder.

This makes reconstruction easier if your physical records are damaged.

Do Not Throw Everything Away Immediately

If damaged documents are still available, photograph them before disposal.
